CIT 0001 Cover Letter for Bill C-3: Template & Guide
IRCC doesn't require a cover letter for CIT 0001, but for Bill C-3 claims it prevents delays. Here's what to include and a ready-to-use template.
IRCC doesn't officially require a cover letter with your CIT 0001 application, but if you're claiming Canadian citizenship under Bill C-3, a clear one-page cover letter can prevent confusion and speed up processing. Your application involves legal changes that came into force on December 15, 2025, and many processing officers are still getting familiar with the new rules.
A well-structured cover letter does three things: it states your descent chain clearly, cites the legal basis for your claim, and provides a numbered inventory of your supporting documents. This guide shows you exactly what to include and gives you a ready-to-use template.
Why a cover letter helps Bill C-3 applications
The CIT 0001 form itself doesn't have a dedicated field to explain that you're claiming citizenship under the post-2025 amendments. Without context, an officer might assume your application falls under the old first-generation limit and flag it for rejection.
A cover letter solves this by:
- Stating the legal basis up front: You're applying under Bill C-3, the December 15, 2025 amendments that removed the first-generation limit
- Mapping your descent chain: Making it immediately clear who was born where and why that matters
- Listing enclosed documents: Reducing the chance that something is overlooked or misfiled
- Providing contact information: So IRCC can reach you quickly if they have questions
Most Bill C-3 claims involve a grandparent pathway: you were born outside Canada, your parent was born outside Canada, and your grandparent was born in Canada. That three-generation chain is now permitted under the amended Citizenship Act, but it wasn't before December 2025. A cover letter makes that chain explicit.

What to include in your CIT 0001 cover letter for Bill C-3
Your cover letter should fit on one page and include four sections.
1. Your identifying information and date
At the top, include:
- Your full legal name (as it appears on your birth certificate)
- Your current mailing address
- Your phone number and email
- The date you're mailing the application
2. The recipient line
Address it to:
Case Processing Centre – Sydney
Immigration, Refugees and Citizenship Canada
P.O. Box 10000
Sydney, NS B1P 6V6
Canada
3. Subject line and opening statement
Use a clear subject line:
Re: Application for Canadian Citizenship Certificate (CIT 0001) under Bill C-3
Then open with a one-paragraph statement of your descent chain. Example:
"I am applying for a Canadian citizenship certificate under Bill C-3 (the Act to amend the Citizenship Act that came into force December 15, 2025, removing the first-generation limit on citizenship by descent). I was born on [your birth date] in [city, country] to [parent's full name], who was born on [parent's birth date] in [city, country]. My parent is a Canadian citizen by descent from [grandparent's full name], who was born on [grandparent's birth date] in [city, province], Canada. Under the amended Citizenship Act, I am a Canadian citizen retroactive to my birth."
This gives the officer everything they need in four sentences: the legal authority, the three-generation chain, and the conclusion.
4. Numbered list of enclosed documents
List every document you're including, in the order they appear in the package. Use the exact document names. Example:
Enclosed documents:
- Completed CIT 0001 application form
- Payment receipt for $75 CAD citizenship certificate fee
- Two identical passport-style photos with name and date of birth on reverse
- Certified copy of my birth certificate (long form), issued by [issuing authority, country]
- Certified copy of [parent's name]'s birth certificate (long form), issued by [issuing authority, country]
- Certified copy of [grandparent's name]'s birth certificate (long form), issued by [province] Vital Statistics, Canada
- [Optional: Certified English/French translation of [document name] by [translator name], member of [association], with translator's affidavit]
If your grandparent was born in Quebec, you'll need a certified translation of their long-form birth certificate if it's in French. See our Quebec long-form birth certificate guide for details.
5. Closing and contact line
Close with a simple statement:
"Please contact me at [phone] or [email] if you require any additional information or documentation. Thank you for your attention to this application."
Sign and date it.
For a line-by-line walkthrough of the form itself, see our CIT 0001 step-by-step guide.

Common questions about the cover letter
Do I need to cite the court case?
No. Citing Bill C-3 and the December 15, 2025 amendments is sufficient. The Bjorkquist case triggered the change, but the law itself is what matters for your application.
What if my descent chain involves a great-grandparent?
Adjust the opening paragraph to trace the full chain. See our great-grandparent guide for eligibility details and document requirements.
Should I include proof my parent never applied for citizenship?
No. Under Bill C-3, your parent became a Canadian citizen automatically (retroactive to their birth) when the law came into force. They don't need to have applied or even known they were Canadian. If your parent did already receive a citizenship certificate, include a copy of it as additional supporting documentation.
Can I email the cover letter instead of mailing it?
No. CIT 0001 applications must be mailed to the Sydney processing centre. IRCC does not accept emailed applications for citizenship certificates. Current processing time is 9–12 months from the date they receive your package. See our processing time guide for details.
What if I'm not sure my documents are complete?
The most common rejection reasons are missing long-form birth certificates (especially for the Canadian-born grandparent) and unsigned forms. Review our CIT 0001 rejection reasons before mailing.
Print, sign, and include it with your package
Once you've filled in the template, print it on plain white paper, sign it by hand, and place it on top of your completed CIT 0001 form. The officer who opens your envelope should see your cover letter first.
This small step can save weeks or months of back-and-forth. Many Bill C-3 applicants report that a clear cover letter led to faster, smoother processing with no requests for additional explanation.
